If they refused to sign the green card...the post office must mark that on the letter when they return it to you. I don't know about validation but if you sent them a C&D letter and they refused it, legally, it would be the same as if they received it...provided you were suing them. Just don't open the letter marked "refused" that you sent...and then present it in court.
