They ARE allowed to call neighbors and others to try to locate you, unfortunately. However, there are strict rules as to what they can and cannot say to in these cases. Like, they're not supposed to mention anything about a debt, or discuss your debt in any way. If they do either, they are violating the FDCPA, and you can sue them for it!
