In plain english, what all exactly will this bill be changing? I didn't have time to really read it, but I did see where it said that if a consumer has the ability to repay 25% of his debt over a 5 year period, he has to do that (I guess file ch. 13) rather than get everything discharged in ch. 7. I'm assuming there's more to it that this though.
