Statue of Limitations for credit in Ohio

I have a problem. I opened a car loan in my name back on 01/1996. Well I opened it because my father stated he would make the payments. I was young and not working at the time. I know that is no excuse. Well, of course my father defaulted on the loan. The loan was eventually charged off for bad debt on 07/1997. My question is, after seven years has passed, can the creditor open up the file again for another seven years under a different account number? I hope this is not confusing to who ever reads this. Thank you for any information you can provide in this matter.
