The validation requirements are set out in the FDCPA (Section 809 I believe) and you can find that at www.ftc.gov. (under Consumers, Credit). Its not a state thing, its federal.

You should also print a copy of the FTC's Wollman opinion letter and the Brennan opinion letter. Both of these, but especially the Wollman letter, outline and define what is proper validation.
