If you're absolutely sure the account was charged off in 1996, then the SOL would have begun approx. 180 days before the charge-off. The SOL has DEFINITELY run out on them.

Send the CA a cease and desist, use the SOL letter from WhyChat's site (look in the "newcomers" post for url). They'll go away.
