Non ChexSystems/Telecheck Banks

Does anyone know of any banks that allow an account to be opened w/o a check at Telecheck or ChexSystems?

I know there is supposed to be a list of these banks somewhere on line but last time I looked they all required a membership fee before you could see the list.
