When is it appropriate to use a cease and desist letter?

I just got yet another letter form a CA.
The company they are claiming to represent is a telecommunications company that I recieved services from last year.
I cancelled services with this company, in writing, and via the telephone.
Yet they continued to bill me. I called them and explained the enitire situation to them, and they assured me they would take care of it.
Then about 6 months later, they tried to bill me again.
Now they have turned this over to a CA.
I just wrote to the CA and explained the situation.
In the letter I "CC'd" all three CB's and I also told the CA that if they continued to try and harass me, I'd contact my Atty.
Should I have told then to cease and desist as well?
I am new at sticking up for myself in these matters. It's when I just throw the letters away or wish them away I get screwed.
I'm sick of these agencies taking pot shots and ruining my credit.
Can anyone respond?
