Unauthorized "AR" credit inquiries found on credit report

I have found 6 "AR-Assoc/Citibank SD" credit file inquiries within the last 4 months on my credit report.
I don't have any account with them and I have checked my bills and called utilities, motrgage company etc. to find out if they somehow are affiliated with them but none of them are. Is there such a thing a banks claiming to be doing business with a consumer and falsely requesting a consumers credit file under the AR pretense?
