When I call my mortgage co. they transfer me to thier "loan counseling dept." & they state that "they are a debt collection agency"

When they call me, they say they are from my mortgage co. (not sure if they are from the loan counseling dept.) Is this the same thing? are they the original creditors (since they are from my mortgage co.) or are they a "debt collector" since they state that?

oh I am SO confused..........
