I have seen the letter and many like them for the past year and a half, at least. It looks very legit and official with address and phone number in Albany, our state capital. One of the avenues they are threatening is to seize tax returns, which they haven't done yet.

I called them the other day and the lady couldn't tell me too much detail on my husband's file but that it was filed in July of '96.
I received your e-mail and plan to research this some more. I will send them a letter asking for more information, or maybe check out his credit reports, because I guess it should be there listed with the court and index number.
