Here's how I think they're using these services. Say, you're big bad bank and you tell Equifax to send you a list of consumers with a FICO of between 650-670 and no derogs within 2 years and any other qualifer you can think of. Well, Equifax's computer spits out a few million names. You take those names and screen them against list provided by Dolan or whoever. You see a real old derog then, you decide if you'll include them in the offer or not.
There are quite a few of these around. Try this site: www.cdiaonline.org and click on "links" and prepare to be shocked. There are no secrets in this bad old world anymore.
