WhyCHAT!!! Broker Said somethin Different

I just spoke to a broker to help me get my finances straight to purchase my first home. He told me that my husband's 10yr old Bank of America collections acct is a federal matter and that they can keep trying to collect on it, state laws don't apply. I've sent a c&d from Linda's briefcase, and have recieved the green card back. And I'm very confused. Arrow Financial Services LLC in chicago is the CA, they have made an inquiry to my husbands report but didn't put anything on it. We live in California, all transactions happened in Cali...Do you have any advice? Thanks a mil.
