Here's how its been explained to me. The big 3 CRA's are recording current information that is available to just about anyone unless you opt out. AT the end of 7 years, the bad stuff comes off and is warehoused at these smaller CRA's that act as sort a final screening process should creditors wish to use them. In other words, if you apply for a BOA credit card it is very likely BOA will just check one of the big 3 CRA's. But, if BOA is doing a large scale promotional, then they may or may not use one of these others to cross check the major CRA's list of prospective applicants.
Personally, I really think it's a bit of a stretch but, they all tell you that they are a CRA and you may dispute items with them. I think the reason you don't see much uproar is because they really stay below the radar screen and a lot of times you aren't denied credit because of what they have on your file, you just never have it offered.
I agree that this loophole really needs to get fixed. It could be as simple as forcing the CRA's to tell you what they did with info that was deleted or, just fell off your report. Did it just vanish or did they send it elsewhere?
