"Joint credit cards"

I have a friend whose ex-wife(they were married at the time) applied for and recieved credit cards in "their" names, the credit card companies are harrassing him for these debts. He has told them repeatedly that he did not sign for or request these cards and they say that it does not matter he is still liable. I know that Georgia is not a community property state so how can they do this?
