I just completed my mother's estate as the personal representative. Unless you did something special to commit to her bills, you are not responsible for them. Her estate, however, IS.

Normally the estate has to be opened, a notice to creditors published, and debts satisfied. You may not have done this, but if she had any assets at all (bank account, social security checks, appartment security deposits, etc), the creditors may have a claim to them. Depending on the size of the debts, the creditors may ask a court to determine what assets, if any, exist.
