There is ANOTHER Phillips & Cohen, a VERY reputable law firm that specializes in "whistle blower" actions.

I do not believe there is any relationship between the two.

It migt be interesting to send the "Law Firm" -P&C a letter outlining the disgraceful behavior of the CA P&C, perhaps they might be willing to help put them out of business.
