Statements are not proof?

Back in July I sent a validation request to a 3rd party CA (Creditor's Interchange) who were acting on behalf of Citibank. They (Citibank) responded by sending statements. Recently the CA called and left a message. Through posts here and other boards I seem to gather statements (i.e. print outs) are not proof of debt owed. Is this 100% correct? If this is correct, what do I do next? thanks for the help
