OC sent med. bill to two CA's

Is there a law against an OC sending the same account to two different CAs?? I live in Calif., this is a medical collection. My son (21 years old)was in an auto accident in May of this year, other driver's fault (they were not insured). My insurance paid all but 10% on the 20th of this month to the OC. I sent my validation letter to the first CA on 10/3. Never heard anything more from them, second CA sent me a letter on 11/1. I still need to pay my 10%, but don't want to pay to CA. What would you suggest?
