The CRAs will not do inquiries unless you get really lucky. they say inquiries are a matter of fact. This is not true of course as they must investigate anything and I have a lawsuit pending against experian now over this subject. I would bet nearly everything if you paid off all of your credit cards you would easily get those 40 points. Also, I have found that if you have balances on over 50% of your cards then even a $1 balance will hurt. I lost 20 points over a $41 balance and 13 points on a $71 balance. When I paid them off up my score went. Of course, every report is different and odd factors can happen but if you can get the cash then pay those cards off.
