I agree with Stephen--you pretty much just ask them, and they'll come back with an offer, and it doesn't hurt to try to negotiate with them. The worst they can do is say no.

Also, if you've gotten a better offer from another CC company, you can tell them that and they'll take it into consideration. That can work both for getting a higher credit limit and for getting your APR reduced.
