Federal laws supercede any agreements based on State laws.
The "agreements" on the back of your credit card statement deal with the State banking laws and similar conditions.

The ONLY possible time that a State SOL for the issuing creditor bank State COULD possible be enforced would be for NON CONSUMER CREDIT transactions.

ALL OTHER contract and/or State laws and statutes are subject to the Federal Supremacy Act.
