The only thing you DH did was waste his breath in asking for validation over the phone. They will never do it, they simply ignore you and try to buffalo you with lies. An informed consumer, as we're learning to be here, can ALWAYS call them on their lies.

When you send your validation demand, you might want to send along a copy of the FTC Wollman opinion letter which clearly defines what is considered proper validation.

Their threat to garnish his paycheck is illegal and a violation of the FDCPA. They cannot garnish w/o winning a lawsuit and they can't sue since they most likely don't have the authority. So you could also mention these blatant violations in your letter .. you can win $1000 plus damages if you sue them.
