collection agency holding me hostage

A collection agency owns 2 seperate accounts of mine. One for $275.00 the other for $1700.00. I sent them a check for $275.00. They never cashed it. I called them and they said, I have to pay off the larger debt first. How can they do this? What recourse do I have? What am I supposed to do? Unbelievable. They insist that I pay the larger one off first.
