HSBC Settlement Offer....Should I accept?

Hi...Looking for the experts advice...I have a closed account with HSBC Bank and the total CC is $7k and I live in FL. This is a closed account and I am at the point of either Charge Off or Settlement. They sent me a notice stating they would accept 60% instead of charging off debt. Should I grab it or counter offer or let it go to Charge Off and see what happens...
