Sue the so-and-sos for violating Fair Debt Collection Practices Act (FDCPA). FDCPA prohibits calls in the wee hours. Unless the CA knows it's OK to call outside the permitted hours (and apparently yours doesn't), they cannot call after 2100 or before 0800.

Scout out a consumer lawyer in your neck of the woods. FDCPA allows for attorney fees for a winning case.
