How about taking your advice to the Enrons and World Coms of this world who have not only skipped out on their legal AND moral obligations to pay what they owe, but have not been forced to live in fear of retribution.

Perhaps because the CC and CA industry has taken so much of their profit from the poor and middle class and used it to buy their way in payoffs-aka campaign contributions.
