Yes, that is our credit system. You are denied any rights unless you take them to court. They can say you owe the money, put it on your credit report, and harrass you to death, all without any proof whatsoever. You have to sue them to make them prove that you owe what they say. Then a judge or jury can decide it for you.

And yes, the statement from the LL is what THEY would use as validation. It proves that the landlord says you owe money is all. This is different than something like CC debt, where the validation would consist of a signed contract, and statements showing the amounts owed, interest and charges.
