What is refusal to pay?

I just recieved a call from a collection agency collecting on a credit card I had a couple of years ago and have not been able to make payments on. When she asked if I could pay the debt off in the future I told her that if things remain as they are now there would be no way. I want to settle this but have nothing right now. She told me that I had refused to pay and hung up. What does that mean? What do I do now? Help!
