What I call "bottom-feeders" are those Camco-like debt buyers.

I first ran into "Refusal to pay" when dealing with Nationwide Credit (a nasty CA). They made a big deal out of it, and announced how I would have a lien on my house in two weeks, and that I was a sorry ass, before slamming down the phone. It was good for a couple of yuks. Two weeks later a different CA called with the debt.
