They probably debited the first time from Electronic Redeposit.
With Manual Redep. you are allowed to redep 3 (or 2 times i dont remember) times...With Electronic Redep you are allowed to redep 5 times.
So most CA actually use the Electronic Redep. But what you said ladynred they are not authorized to debit an account w/o authorization .......other than redeposit.
