inquiries and the SOL letter

Many of us have been exposed to these crafty collectors who try to collect on old, out-of-SOL debts. We send them an SOL letter and often they go away, and sometimes sell the debt to another CA, forcing us to repeat the process.

I'm curious what we can do about inquiries these people may throw on our reports. The violations of an inquiry occuring after a C&D is received seems clear, but what about inquiries they make before we get a chance to write a C&D, in essence before they make contact with us?
