What about a 1996 old hospital bill??

I had a debt from a hospital bill in 1996.I was contacted and went to court and have to pay fees,I agreed to pay 25 dollars a month, I have only paid one month of it since the agreement.Are you saying after a certain amount of years I can say it is old you can't collect??So in 2003 it will be 7 years old.They have my recent work information too.Can they take out of my recent check without telling me??Then I have this other one that is threatening me for taking it out then go to court so it can be garished.I can not afford it to be garnished.I already have one that belongs to my younger boy, who his father is responsible but can't get taken out they say..It was his day of birth bill,when he was born.Help me please...
