Theoretically, a debt NEVER goes away, and collection activity can be attempted on it forever, yes. However, with the expiration of the SOL, they have no LEGAL way to enforce and collect, so it basically becomes uncollectable from there on out.

These scumbags keep a watch on CR's of accounts they get. When they see something like a re-fi or mortgage or some other new loan activity, they haul themselves out of their scummy swamp and start trying to collect, since your CR shows you may have money. So, its not unsual for these dirtbags to come calling for years, you just have to keep sending out C&D letters to each one that tries it. Its a pain, but it works.
