Validity of Debt

I have searched and searched the internet for any information about my problem. I've spoken with lawyers and friends. This is my problem. My fiance and I intended to make a purchase from a seller on ebay. The seller claims to accept credit card transactions using PayPal. We thought the transaction was complete, but then recieved and email from the seller that he wanted us to call him over the phone and give him the credit card number. Of course we opposed to giving that info over the phone and decided we no longer wished to complete the sale with the seller. The transaction was never completed. We've never recieved any product or services from this person. It has been 8 months. We are now recieving letters from a collection agency to pay the supposed debt. I don't understand why this person has sent this to a collection agency when the transaction was never completed, he never sent the product he was selling, and services were never rendered. Can this person do this to us? Do we have to pay? What are my rights? Can someone please help me?
