Its easy.. no product delivered.. no sale.. therefore NO DEBT and there can't be any collections. The whole point of PayPal is to have the financial transactions completed before the seller ships a product for which he/she may not get paid. Of course, this is a problem in the reverse in that they can take the money and never ship the product, but Ebay deals with that type of fraud. Have you contacted Ebay about this seller ? The seller can NOT dunn you for goods that were NOT delivered and for a transaction that was, basically, cancelled !! I suggest you report this action by the seller to Ebay, ASAP. I also suggest that you send the CA a letter informing them that the transaction was cancelled, no goods were delivered to you by the seller, and therefore there IS NO DEBT to be collected upon. Send it Certified, RRR so you have a paper trail, and proof that the CA got your letter. I'd say this seller MUST produce proof that 1 - he received the funds, and 2 - he shipped the product to your address, but since he can't do that, he has no case.
