letter from lawyer

we live in ny--received a letter from attorneys office in texax re: citibank account--wants to make settlement[first contact with this person] -- his office left a message on my machine on 12-20-02 --received a letter dated 12-23 and post marked 12-27--letter received at my home on 12-31[regular mail]

letter stated settlement to be made within 10 days of date on letter--no way -- saved envelope!

don't they have to give us 30 days to verify debt? is this a violation of the fair debt collections act?

never heard from this attorney before -- Can an attorney sue us from texas when we are in NY?
