credit reports for everyone?

hello there

does anyone who resides in the US with a ssn get a credit report, or is it just US citizens and permanent residents? I was a student in the US a while ago, and finished paying off a credit card bill, but wanted to check my credit report. Obviously I can't pull it out.. So maybe foreigners don't get credit reports??? (from Ireland)

by the way should i ask for anything to my creditor now the bill is paid in full? they told me i could get some paper only 30 days after the payment in full was received (in september 2002).. Is that normal?
