Not my Credit Card

On May last year, I requested a car loan, that's how I found out that there was a charge off for a credit card in my credit report. It's not mine. Never had a credit card through that bank. I only have one CC and is in good standing.
I started to dispute through the credit bureaus. THree times disputed with Experian (2 online and third in writing), the two disputes online came as verified but
my third request, (I attached *letter from bank where they asked for more information and *affidavit for fraude) they answerded that it needed to be disputed
directly with OC. I did that, didn't I??
Same, disputed once with TU and Equifax and come back as verified.
So now, I got a letter from a Collection agency (2 weeks ago) stating that this was their "second" notice for me to pay this cc debt. I never got a first notice
and every time that I call to the bank I'm on hold for long periods of time and they pass the call from one oofficer to another and nobody seems to really care for this problem.
Please, would you tell me how to handle the collection people and what to do or say to that bank to clear this up.
