Statue of Limitations on Liens????

I just discovered that I have a lien in my Public Record from the State of Oregon, which I left in 1990. Tyhe lien was originally for around $23,000 but now, after ten years of interest and penalties, is around $75,000. What I'd like to know is this:
a) Is this lien still collectable?
b) Since I now live in a different state, can it be collected in that state?
c) Since I can't afford to pay it, can it be taken off my credit record at some time -- after some number of years?
