This is something I was told by a Postmaster once about things like this.

Don't use 'return to sender' .. what you write is 'RETURN - REFUSED' in BIG letters. You will NOT be liable for postage if you have NOT opened the package. IF you open it, you're on the hook for the return postage.

I had to pay postage once on a book because the moron mail carrier trashed the package and left it on my doorstep.. it was a mess when I got it. When I tried to return it as above one of the jerk civil 'servants' at the post office insisted I had opened it and had to pay return postage !! I told him rather pointedly that the box was a mess when the mail carrier left it, and it was pretty obvious that what he was pointing at as 'evidence' that it had been opened was too small an opening for the book to have been removed. I argued with this troll for several minutes and ended up using a few expletives ... and this 'civil servant' tried to tell me my language on 'federal property' could have me arrested. I had to remind him of my First Ammendment rights, no matter WHAT property I was on !!
