collectors harassing third party

My question is 2 parts, first, what can a third party do about a collection person harrassing them regarding someone elses bill. I live in Ohio and my sister did a payroll adavance check & hasn't paid it, I assume. The collector has called my house looking for her & was EXTREMELY nasty, they called my mother-in-law stupid, called me a nasty person when I told them not to call my house. He continued to state that he has a signed contract that says he can contact my house whenever he wants to contact my sister and that he will continue to call whenever he wants. I don't owe these people anything & don't want them calling my house, what can I do to stop them...my other question is that my sister says she did not give them my phone number & that they got the information from her former employer as she had me listed as a personal reference...is it legal for her former employer to give out that type of information from her employment application??? Any help would be greatly appreciated Thanks
