Credit Card Debt

I just have a few quick questions. My sister has a credit card debt of like $1030, and stopped making payments on it 2 years ago. Since then, we've moved and have lived at our current residence for over a year. Recently, she got a call from Capital Management saying that she needs to pay this debt in full today, or she will be sued. They said they have sent her at least 2 statements over the last year, and they have our current address, but she has not received any statements from them in almost 2 years, I can testify to that, because I've been here. She asked them to send a statement and that she would make payment arrangements, but they refused saying it's too late. The lady was very rude on the phone, and told my sister that if she could afford to max a credit card out, then she could afford to pay them now. My sister got really upset and was crying, so she hung up on the lady. A little bit later, my sister called that place back and spoke to another person, who agreed to settle for 75% of the full amount. So, since my sister doesn't have a checking account, we agreed that she would put the money in my checking account and they'll do this thing where they send my bank a blank check and my bank fills it out and sends it back to them. So, they said they will accept $300 now and $500 by the 31st. I already gave them my account # and info so they will be getting these payments. My question is, was it illegal for them not to accept my sister's first offer of making monthly payments to pay off this debt? I thought it was unlawful for companies to refuse payments. And the first lady my sister talked to refused to send my sister a statement, isn't that illegal? She hasn't received any statements from them in almost 2 years! What should she do? Any advice?
