added to an account that had previous delinquency

I've had flawless credit up until this month. All of a sudden, I'm getting denied a credit card (for balance transfers) and several car loan applications. I checked my credit report, and here's the situation:

The only bad mark on my credit is an account I share with my wife. It's a credit card tied to the checking/savings account we have with our credit union. From 1996 until mid-1999, the account belonged to my wife and her father. She overextended herself a lot before we met, and had prety bad credit, including a 90-day delinquency on this credit card.

Then, in 1999, I had my name added to the credit union account, which included the credit card. I have not had a bad spot on my credit since then, and have, in fact, paid off a car loan and gotten a mortgage. However, I am recently (this month) being denied credit on "serious delinquency", and it's because that credit card was delinquent in 1997 and early 1998 (before I'd even met my wife).

Am I responsible for delinquency that occurred on the account over a year before I was on the account? And why, even with 17 other "good standing" marks on my report, is this one report suddenly messing up my credit? Anyone have any knowledge, and can offer advice?
