Never deal with any cc over the phone when it is about an account status. Send a letter CRRR and demand the account be closed and the fees reversed. He can reference earlier conversations where he called and asked that it be closed. They probably won't reverse the fees so he may as well pay it and not get it stuck on his credit report. Your son needs to learn unless it is in writing it doesn't count.
