Contempt of Court - Non-Payment of Charge Card

I'm fed up with my ex-husband getting away with not paying the charge card per our settlement agreement. I know the rules of the charge card company already (joint account - both responsible - we don't care about a settlement agreement).

I live in Pennsylvania - I contacted the Attorney General's Office by mail last week regarding the settlement agreement in a divorce. I actually got a call yesterday from their office. I was told what I already know about charge card companies but was told to contact a lawyer and file contempt of court charges against my ex because I have it in writing that he is to pay the charge card. The Attorney General's Office stated that they will order him to pay and if he doesn't pay repercussions will follow.

Am I just wasting my time? I'm going to talk to a lawyer on Monday? If I end up getting stuck with this charge (which I don't have the money to pay), would anyone suggest Consumer Credit Counseling or a settlement with the charge card company. How low will a charge card company go in a settlement such as percentage?
