They are allowed to choose either,however,from a practical point of view they will file and be bound by the SOL of where you presently live.

The reason being, if they file in the originating State, they still must serve you in your State of residence.(where you can request a change of venue) If they do not serve you legally, and obtain a default judgment it cannot be "perfected" and enforceable against you in your resident State.
