Utility Bill Collection and Statute of Limitations

Briefly...I moved almost eight years ago, paid my final gas bill here in WV and never heard from them again. Today almost eight years later I receive a letter from a collection/financial service in PA, that has bought all past debts from the gas company and unfortunately they have a bill they are trying to say is mine. A rather large one. First question, since this was a utility company under state utility regulations, can they sell these debts???? What category would a utility be classified as most statutes oof limitations in WV are 6 years and PA 4-6 years? Wouldn't these limitations apply and which state???? And I had read that "essential" utility bills were "not" subject to legal action? Since this debt is so old, I simply do not have those records still...so if anyone can help????? How to handle this?????? Thank You...
