On someones death, debts are paid out of the estate that is left behind, if any. If there's no estate, then the creditors are out of luck. If there's an estate, a creditor must make its claim on it when the Will is probated.

If she's not on any of the accounts, and there's no estate, then she is NOT liable for HIS individual debts.
