The ONLY debts that are legally collectible by seizure of an income tax refund are :

Student loans
Government tax debts
Child support payments

There are NO other possible seizures.

HOWEVER !!

If you had deposited your refund into a bank account, it is perfectly legal for the bank account to have a pending garnshment on it.
